An operator licence, often called an O-licence, authorises a business to use qualifying goods vehicles or passenger service vehicles for regulated operations. The correct licence depends on vehicle type, weight, passenger use, whether goods are carried for your own business or for others, and whether the work stays in Great Britain or goes international.

You may need an operator’s licence if your business uses goods vehicles over the relevant weight threshold, or if you operate passenger vehicles for hire or reward. The answer turns on vehicle weight, trailer use, passenger capacity, ownership and how the vehicle is used in the business.

For goods vehicle operators, the main licence types are restricted, standard national and standard international. Restricted licences are for carrying your own goods. Standard licences are used where the business carries goods for others, with the international route covering international work, while PSV operators follow separate passenger-service licensing routes.

A professionally competent Transport Manager is required for standard national and standard international licences. The Transport Manager must hold the correct CPC qualification and exercise continuous and effective management. Restricted licence holders do not need a nominated Transport Manager, but they still need proper systems for maintenance, drivers and compliance.

GOV.UK says a decision is usually made within 7 weeks, but it can take longer if the application is incomplete or the supporting documents are not ready. Operators should not use vehicles that require a licence until the licence has been formally granted.
